Elections for the ICC Presidency for the terms 2013/14 and 2015/16 are pending. The successful candidates will start their terms as President Elect in 2011 and 2013, respectively. All eligible voters of the ICC General Assembly are called to cast their ballots for this dual election in June 2010. With Dr. Joel Abecassis, France, and Dr. Fengcheng Wang, China, we have two candidates of very high standing. The new President-Elect will be finally appointed at the ICC General Assembly, which will take place during the AACC International Annual Meeting in Savannah, USA, in October 2010.

Dr. Roland E. Poms, ICC Secretary General and Coordinator of the MoniQA Network of Excellence, is invited to present MoniQA results and achievements at the World Exposition in Shanghai, China. MoniQA is among five EU funded projects that were invited by the European Commission's Directorate-General for Health & Consumers (DG SANCO) to highlight its mission in a seminar on "Research for Healthy Life" to take place 6 June 2010 in Shanghai, China. Preceding the Shanghai World Exposition Dr. Roland Poms from ICC, Coordinator of MoniQA, could reach several Research Collaboration Agreements in China for closer collaboration in food safety research, communication and training involving European and Chinese institutions. The meetings and negotiations were facilitated by representatives from CCOA, the official ICC representation in China and Co-Coordinator for the Asian-Pacific region in MoniQA, Anton Alldrick from Campden BRI, a MoniQA partner, and representatives from R-Biopharm, ICC Corporate Member. Specifically, a collaboration agreement between CAAS – the Chinese Academy of Agricultural Sciences and ICC on behalf of MoniQA is ready to be signed in August 2010. Furthermore, CAIQ – the Chinese Academy of Inspection and Quarantine and several Provincial Inspection and Quarantine Technology Centers from Guangzhou, Nanjing, and Tianjin signed Associated Partnership Agreements with MoniQA and will contribute to future outputs in the area of analytical method development and validation.
Entitled "Emerging and persisting food hazards: A nalytical challenges and socio-economic impact" http://krakow.moniqa.org/ , t he conference will set out the state of the art on managing emerging and persisting food scares and the related analytical challenges and socio-economic impact that are connected with this issue. It will also feature results from the related projects BioCop ( www.biocop.org ) and Conffidence ( www.conffidence.eu ) in a joint session.
This event is a must-go-to for food quality and safety scientists and trainers, food safety managers from industry, academia and regulatory bodies as well as representatives from food manufacturers, retailers, providers of rapid and high throughput analytical methods and instruments. Food quality and HACCP practitioners, standardisation and validation organisations and representatives of consumer and trade organisations will also benefit from this event.

MoniQA www.moniqa.org has the great pleasure to offer free public access to the MoniQA methods database to which Associate Partner to MoniQA are entitled to and now also new registered users. MoniQA developed a database of food quality and safety issues, and corresponding analytical tools for food production and the supply chain. Via commodity and contaminant searches, database users gain access to legislative limits, and related analytical and sampling methods as well as original legislation. A key component of this fully searchable database is the EU Rapid Alert System (RASFF). Also included are EU provenance issues, a thesaurus of terms, and links to sources of reliable information.
Using our database will provide you with a wealth of data that has been compiled by MoniQA over the last two years. MoniQA is continuing to expanding and upgrading the database to ensure customer satisfaction, where your input is needed. The MoniQA HACCP survey focused on the current use and future needs of analytical methods - including rapid methods and test kits - as well as information communication technology (ICT) systems. The majority of the 661 respondents from 17 countries considered that the introduction of rapid methods, including test kits, has contributed to improved food safety management. Many of the MoniQA dissemination activities take place on the local level involving MoniQA partners and associated partners. In the last year, information about MoniQA (flyers, factsheets, press packs) was translated into several languages including Arabic, Turkish, Chinese, German, Norwegian, Spanish and Indonesian. MoniQA information is now available in 13 languages at http://www.moniqa.org/multilingual .

How to exploit the health-protective compounds of grains? What kind of role do cereal foods play in combating obesity or diabetes? Can whole grain products be tasty and attractive? Do consumers' attitudes differ in different countries? What attributes make cereal foods healthy?
These questions among others were set to the HEALTHGRAIN project of the European Union five years ago and the answers were presented at the Final HEALTHGRAIN Conference, 5-7 May 2010, Lund, Sweden. Increase in intake of health-protective compounds and fractions of grains was the target of hundreds of scientists, plant breeders, millers, ingredient suppliers and experts in food industry in 17 European countries during the HEALTHGRAIN project. The final conference was entitled "Enhancing health benefits of cereal foods - results, perspectives and challenges", the meeting was attended by some 265 participants from around the globe. With the completion of HEALTHGRAIN, the EU funded Integrated Project (2005-2010) on 31 May 2010, the HEALTHGRAIN Forum was legally established as a non-for-profit association based on corporate memberships effective 1 June 2010. The constituting assembly took place on 5 May 2010 attached to the Final Annual Meeting and final HEALTHGRAIN Conference in Lund, Sweden. The HEALTHGRAIN Forum Charta was signed by some 45 Founding Members – including ICC - originating from the pool of the original HEALTHGRAIN partners and the members of the Industrial Platform.
The HEALTHGRAIN Forum will be the future platform to support the work for healthy cereals in the European diet. The aim is to continue the HEALTHGRAIN network to disseminate the many results arising from the work already done, and further to stimulate new research, facilitate international cooperation and bring together national research activities. The mission of the forum is to promote science-based concepts fully unlocking the health promoting potential in the entire grain food production chain to obtain healthy, convenient and appealing foods. The vision of the Forum is that grain-based foods assist consumers in health maintenance worldwide, help reduce health care costs and provide added value for companies in the production chain.

Entitled "Quality and Safety of Grain Crops and Foods" the CST-SA-ICC International Grains Symposium took place at the University of Pretoria, South Africa, on 3-5 February 2010. South Africa is proud to celebrate its diversity by describing itself as the "rainbow nation". The International Grains Symposium organised by Cereal Science and Technology South Africa (CST-SA) and ICC - the International Association for Cereal Science and Technology (ICC) certainly celebrated the diversity with around 150 scientists and technologists (a number which exceeded the organisers ’ expectations) from 17 countries gathering to discuss Quality and Safety of Grain Crops and Foods. This wide ranging symposium programme highlighted the diversity and complexity of grain-based foods and emphasised the need for efficient exploitation of Arica’s grains to ensure food security, the benefits and of African grains for cereal products, and the need for international research collaboration . Organised by the ICC - International Association for Cer eal Science and Technology , Austria, and BFRI - the Beijin g Food Research Institute, an ICC Corporate Member, and the FOOD SCIENCE Editorial Department (FSED), this event will feature the Peak Forum of Key Basic Research of Food Science and the 30 th Anniversary Celebration of Chinese FOOD SCIENCE Journal taking place in Beijing, China, August 5-11, 2010.
The symposium will explore key research topics of food science as well as food biotechnology and food safety so as to provide the opportunity to communicate advanced expertise and lay out the latest research accomplishments. More than 500 scientists, entrepreneurs, technicians and engineers from all over the world, dedicated to the research of agricultural products and food safety will attend the 6th Food Science International Symposium.

ICC Country Membership is the highest level of affiliation with ICC and bears special offerings, rights and benefits. It is the primary venue to influence the association’s activities and priorities and directly benefit from these outputs. Recently, the ICC General Assembly approved the re-structuring of the ICC Country Membership
by simplifying the categories with now three population based categories (instead of formerly 5 categories),
with new additional benefits,
with extended voting rights in the General Assembly,
with lower yearly membership fees, and
with additional discounts for low income countries (25% discounts for developing countries in cognisance of Per Capita GDP and HDI, based on the list of 2008). Qualifying countries for a discounted ICC country Membership fee can be found in the United Nation’s Human Development Index (HDI) list of 2008 as low and/or medium human development countries OR in the World Bank’s list of economies’ income as low-income, lower-middle-income economies, and upper-middle-income economies. Making use of the discounted fee reduces the number of votes in the General Assembly, however an u pgrading to become a fully paying Country Member is possible at any time and thus securing full voting rights .

ICC welcomes Chile back in ICC as Country Member. Chile has been a regular country member from 2003 – 2005 and then continued as ICC Corporate Member. ICC would its first Institutional Member http://www.icc.or.at/insti.php : FSI «Centre for Grain Quality Assurance», www.fczerna.ru , is a Federal Service for Veterinary and Phytosanitary Surveillance Referential Centre in the area of grain quality and safety assurance, grain, groats, combined feed and components for its production, plant products and offals. The Institution consists of 18 regional bodies in the main grain producing regions of the Russian Federation. FSI «Centre for Grain Quality Assurance» has an accreditation in the Federal Service for Veterinary and Phytosanitary Surveillance system, in GOST (All-Union State Standard) and in the international system GAFTA. It also has a chain of trial labs.
ICC would like to congratulate VNIIZ - Russian Scientific Research Institute for Grain and Grain products for being the first ICC Corporate Member to upgrade its membership status to the newly established ICC Institutional Membership . VNIIZ has worked in the field of theoretical and applied research addressing the quality and safety of grain and grain products since 1929. Major focus of VNIIZ is safe storage; processing of grain to flour, groats and development of new food stuffs.
Further TFMA – Taiwan Flour Mill Association upgraded its membership from ICC Corporate Membership to ICC Institutional Membership. TFMA, an association of flour millers in Taiwan, represents Taiwan to join ICC. The members of Taiwan are from academy, industry, government, and research institutes. We coordinate the cereal research and industry in Taiwan and connect the international collaboration through ICC. CGPRDI, China Grain Products R&D Institute ( www.cgprdi.org.tw/english/about/about_english.htm , serves as contact window of Taiwan membership in ICC. CGPRDI has been the major institute for cereal products development, baking training and cereal analysis in Taiwan.
ICC would like to welcome Yücebas Machine and Analytical Instruments (web: http://www.yucebasmakine.com.tr ) from Turkey as its newest Corporate Member. The company started its activities in 1980 and it has been registered under the before mentioned brand name in 2000. The company is specialised in instruments for the qual ity control of grain and flour. The manufacturing plant is 70 km away from Izmir. Yücebas Machine and Analytical Instruments offer products and services to cereal science and industry needing to carry out analyses for current regulations and costumer specifications. They operate a Quality Management system which complies with the requirements of ISO 9001:2008 Standard. Their equipment is used in food research and quality control laboratories of milling and baking companies, universities, Turkish Grain Board, and exchange of commerce chambers of different cities.

It was the 3 rd workshop in this successful series of training workshops for delegates of Codex Alimentarius organised jointly by the Inter Agency Meeting and MoniQA held in Budapest, Hungary, 7 March 2010. Prior to the Codex Committee meeting on Methods of Analysis and Sampling (CCMAS), some 80 participants discussed matters and challenges involved in:
• the endorsement procedures for methods of analysis within the Codex system
• the method performance characteristics required for methods of analysis within the Codex system
• the rationale for the adoption of the criteria approach within the Codex system and information on how it is to be applied
• the Codex’s and the standard development organisations’ challenges by adoption of proprietary methods of analysis
• international protocols for recovery, single laboratory validation, proficiency testing and collaborative studies
• method verification
• the use of certified reference materials,
• measurement uncertainty in sampling
• compliance an measurement uncertainty in analysis

The organisers of the workshop were invited to arrange a new workshop in 2011, in connection with the next CCMAS Meeting in Budapest. The suggested topic for the next workshop was challenges in food authenticity testing and available validated methods.
T he MoniQA FST on "Reference materials and method validation in food safety assurance" was given by Roland Poms from ICC. The event took place in Vienna 15-19 March 2010 at the BOKU (University of Life Sciences and Natural Resources). The event is part of the MoniQA Training programme, the BOKU regular curriculum, the European League’s Safety in the Food Chain Programme, the event attracted some 35 participants from Austria, Hungary, Indonesia, Romania, Turkey, Spain and Vietnam. The workshop described the problems and challenges involved in the comparability and validity of analytical results, and it gave insights in the basics of method validation and reference material production for food safety and quality assurance in an international/global context. The MoniQA communication training, which was held in conjunction with the “MoniQA FST on Reference materials and method validation in food safety assurance” at the BOKU in Vienna, Austria (15-16 March 2010) was given by Daniel Spichtinger from RTDS and Sian Astley from IFR. The event brought together 23 young scientists from Turkey, Hungary, Romania, Austria, Indonesia, Spain and Vietnam. The training enables the participants to improve their presentation skills and increase their understanding of the relationship between science and the media.
